Located east of Highway 101, south of San Francisco Airport, and north of Coyote Point, the development plans included one-, two-, and three-story buildings sited in a beautifully landscaped area. The program included 50,000 square feet of office space, 37,000 square feet retail space, 14,000 square feet of restaurant space (578 seats), and 250-room hotel. The development concept provided for below grade parking the roof of which would form a platform for the complex with some additional surface parking.

Willis and Associates provided a master site plan for the development.
