Willis and Associates, Inc. was retained by Philip Erlich and the Zellerbach Estate to evaluate the City Planning Department’s preliminary study and proposed ordinance for the establishment of a historical district. The project covered 15 city blocks containing a wide variety of historical and neo-historical architecture in Jackson Square. Willis and Associates prepared, after an extensive and thorough survey of all structures, and of traffic circulation, street alignments and pedestrian patterns, a completely new design along with a new regulation concept and revised ordinance. A documented presentation was made to the Landmarks Board and Planning Commission that resulted in the adoption of an ordinance some months later in almost the exact same form as the Willis and Associates’ preservation proposal.
